CHAPTER STANDING RULES

 

PERFECT CIRCLE CHAPTER

 

Revision 1, adopted October 3, 2010, with Chapter Bylaw Revision 5

 

 

1.       GENERAL INTENT OF STANDING RULES

 

Standing Rules do not relate to parliamentary procedures, as do bylaws, but refer to operating procedures. Standing Rules are adopted by a majority vote, and amended by a two-thirds vote of chapter members present and voting at a duly called meeting. Standing rules may be temporarily suspended for the duration of meeting by a majority vote. Other rules that the chapter may not wish to put in bylaws may be created as needed by the chapter.

 

Standing rules may not conflict with the Chapter or FMCA Bylaws, and should be as necessary but not frivolous in nature. Refer to Robert’s Rule of Order Newly Revised for additional directions.

 

2.       CHAPTER STANDING RULES

 

2.1              Annual Audit

 

The Annual Audit as required by the Bylaws shall be carried out by a person independent of the Executive, and the results thereof shall be reported to the membership. The Auditor shall be appointed by the President and need not necessarily be a Chartered Accountant.

 

2.2              Operations Manual

 

The Chapter Executive shall maintain an Operations Manual to guide officers, committees, and Rallymasters/Wagonmasters in performance of their duties.

The manual shall never be construed or interpreted as to conflict with FMCA or Chapter Bylaws or these Standing Rules.

 

2.3              Executive Committee

 

The Executive Board (see Article IV, 4 of Chapter Bylaw) may appoint an Executive Committee to include Chairs of Standing Committees in addition to the Board members. The larger group thus formed becomes an Executive Committee. These Committee Chairs attend meetings in an advisory/consultative capacity, and only the elected officers make and vote on motions.

     

 

2.4              Standing and Special Committees

 

The Chairs, and all members of Standing and Special Committees shall be appointed by the President. Whenever possible such appointments shall be for a two year term.

 

2.5              Officers Appointing Assistants

 

Officers may appoint Assistants, with prior approval of the Executive Committee, when this would facilitate operations due to geographical, travel, or similar valid reasons. Officers retain overall responsibility and accountability for the office.

  

2.6              Annual Dues

 

Annual membership dues are set at $20.00 per year. The Chapter levies no initiation or reinstatement fees. Those former members (see also 2.8.3 below) who wish to receive the newsletter are asked to cover the cost of production and mailing.

 

2.7              Reelection to Office

 

There shall be no limitation on the number of times a member may be reelected to office.                         

     

2.8              Guests at Chapter Events

                

            In all cases as outlined in the following, guests must attend either in a

            members’ motorhome or their own motorhome, and pay the rally fees as set

            by the Rallymasters. Other types of RVs are not allowed under any

            circumstances

 

            Non-FMCA-member guests are not covered under FMCA’s

            Liability Insurance

 

.1  Prospective members

 

All members are encouraged to invite people who may be interested in becoming members to attend up to two of our events.

 

                   .2  Guests of Members

 

                         Occasionally members may have temporary house guests, and they are

                         welcome to attend up to two of our events.

                   

                   .3  Former Members

 

                       Former members who had been Perfect Circle Members in good standing

                       for a minimum of five years and no longer have a motorhome are welcome

                       to attend all chapter events.  However, they are encouraged to remain

                       FMCA and Perfect Circle members as a Family Associate Member, and

                       thereby enjoy all the benefits.

                       Family Associate Members do not vote or hold office.
